This is very true... not any kind of cow's milk, skim or otherwise, should be substitued for mother's milk or formula! If you can't afford formula, look for a federal program that will help buy it like WIC.

there is also the option of 'buying' breastmilk from a milk bank. But that might be a bit difficult as there are not many milk banks around.

Your best shot would be to use formula. Cows milk do not only give all the nutrients a baby under 1 need, there is also a higher risk for the child to develop allergies if cows milk is introduce to early.

Don't feed normal cow's milk to children under one year old, either skimmed or full fat versions. I'd be very suprised to hear any health care professional alter this advice.

When providing older children with dairy milk, there's no need to supply skimmed. Children do not need to reduce fat if they have a healthy diet.

skimed milk
I don't think that it would be good to feed a baby skim milk. There are so many formulas out there. I would find another professional, and get a second opinion.
